I'm don't think we'd want to use the iana-etc ones as the default versions.
Take a look the sizes:

Even stripping all the comments and additional white space from the iana-etc
services file still leaves it at 330k.

We could use update-alternatives to select between them but that may cause
problems for people who have local changes in those files? Even though netbase
doesn't mark them as config files at the moment I think it probably should.

Perhaps they could be separated out of netbase with appropriate provides,
rdepends and rconflicts so you can choose the one you want?
