Using only tar type of packages (INHERIT = "package_tar") is not 
possible for building rootfs, because rootfs_tar_do_rootfs function 
is not defined anywhere.

The function is responded from do_rootfs function in
bootstrap-image-1.0-r0/temp/run.do_rootfs.* script.

I guest the function should be in file such as
org.openembedded.dev/classes/rootfs_tar.bbclass.
It is absense.
