I noted that the issue cannot be reproduced by simply logging out, you must
reboot the machine to access the blank terminal with FN+left. By simply logging
out of gpe however, you can re-create the lockup if you use FN+right with the
above steps to access this "blank" terminal. 

It appears as if the blank terminal disappears once you log into and out of
gpe, so that there are only two terminals, gpe-login and text login, if you are
using FN+left.
