The apt and dpkg packages don't have, or can't find, their config scripts, so
they refuse to start.  

This is probably not a big deal, since ipkg works fine, but maybe these should
be retired from the distribution.  At least on Zaurus spitz the debian binaries
aren't recognized as binaries, anyway (tested using ldd and attempting to run
one of the debian arm binaries in a test directory), so what use is there for
apt and dpkg?
