Yes.

With the current dependences, to build glibmm it is needed to build gtk+ (and
X11 related packages), with the proposed dependences, to build glibmm only glib
is needed.

To build gtkmm, using the current ones or the proposed, the same packages will
be generated, but with the proposed ones thre true dependency of packages is
shown:

gtk+ ---> glib
glibmm --> glib
gtkmm  ---> gtk+, glibmm.
