I will attach my latest, last .bb file for whoever is looking at this to see. 
This is my progress:
A.  much of the package builds, but not the ijs components
B.  a particularly needed part that must build is ijs-config, as it is needed
(probably in native form) for Gutenprint to build.
C.  some directories for installation of the components to there have been
added...
D.  I looked long and hard at the configure files in the source.  They were
helpful to a point, but not for a final solution.  I looked also at the ebuild
file for the same package in Gentoo. It gave some clues and hints but I was
unable to get further.
