adding the locale "en_GB.UTF-8" to the local.conf and running bitbake gpe-image
did not solve this issue.
Is it necessary to rebuild the entire tree from scratch or can I selectively
clean a few packages and rebuild those?

A full rebuild takes multiple days and I would like to avoid it at all costs.
