Looks pretty good to me.  My only real reservation is that I'd prefer to have
the cross version of update-modules installed as "update-modules-cross" or
something, to avoid confusion between that and the host's regular
update-modules.

I would also prefer to make it a DISTRO choice whether to run update-modules at
first boot or at image generation time, with the default being the current
behaviour (i.e. first boot).  I can't think of any particular reason why
running it at image generation time would break anything, but the principle of
least surprise suggests that we probably shouldn't spring this change on
unsuspecting distro maintainers.
