XorA suggested this might be due to a mismatch between IMAGE_LINGUAS (the
default set in classes/image.bbclass requires en_GB) and
GLIBC_GENERATE_LOCALES.  I wonder if we have a way to catch such a
misconfiguration and warn the user.
