Add /var/lib/dhcp to FILES_dhcp-client

The dhcp-client package needs to have /var/lib/dhcp in image.
The current recipe handles the missing /var/lib/dhcp directory for dhcp-relay
and dhcp-server in their start scripts.

For dhcp-client, it might be better to add an empty /var/lib/dhcp to FILES.
