after indeed looking at the patch that you already generously provided, I
realize that you are of course right.  

Since the other dhcp-* packages need /var/lib/dhcp as well, I wonder if there
was something better to ensure its availability, like a dhcp-common package on
which the other depend.  But then again, a common package with nothing but an
empty /varlib/dhcp seems rather silly.  

I just went ahead and applied your patch (btw, using mtn or at least "diff
Naur" to create the patches makes it easier to apply them).
