Ok.  Should we add /var/volatile/lib and /var/lib (symlink) to
/etc/default/volatiles/00_core (from initscripts package) ?

And then /var/volatile/lib/dhcp (or should it be /var/lib/dhcp?) to a new
/etc/default/volatiles/42_dhcp file ?

Which package should carry this file ?  As Rolf mentions, it is kind of silly
to have a package carrying a single file, but do we have a better solution?

It is needed by all packages, and is currently only created by the init-server
script, which I assume should be removed then, as it would conflict with the
new volatiles file.
