Patch for adding tclx8.4, updating tcl-dev 

This patch adds a tclx8.4 recipe and update the tcl-dev recipe.

Possible issue: the upstream configure file of tclx is not compliant with a
cross-compiler; the times function must be called on the target for checking
its returned value (is it a status or a time). 
Atm, I have simply commented out the related lines in configure and provide the
result for OpenMoko.
