hrw suggested the following solution:

* include later linux-libc-headers, this was done in OZ as well and has been
  achieved by replacing the preferred provider for these headers in the
  distro conf
* this does not yet fix this bug, it is necessary that
sharprom-toolchain-native
  DEPENDS on linux-libc-headers to make sure the package is built, leading to
the 
  somewhat bizarre situation that said package both DEPENDS on and PROVIDES
  linux-libc-headers (but different versions)
