This bug also manifests (in recent images) as a lockup about half-way through
the bootsplash screen (see Bug 3480 comment 3, hence dupe). Editing
/etc/default/rcS to add:

HWCLOCKACCESS=no

allows the bootsplash to complete (it stops the init scripts touching /dev/rtc)
but you will still get a lockup if you try to set time in GPE.
