the wiki admin team should think about and set up some simple rules and
policies.  Here are the points that hrw raised on the list.

- spam protection
- protecting pages (so only admins can edit)
- registering users (I would prefer to not have anonymous edits)
- blocking users (spammers) 

My comments: protected pages should be editable by the doc team which is much
larger than the admin team.

Do we want to allow anonymous edits?  I think we should if we properly lock
down some core files and have general spam protection such as captchas.

Policies are of course subject to change.
