I tried to migrate tzdata .bb file from .dev branch, copied
/stuff/org.openembedded.dev/packages/tzdata/tzdata_2007k.bb to 
/stuff/org.openembedded.stable/packages/tzdata, 
and execute 
 $ bitbake x11-image

This generated right rootfs image, tzdata package is installed but tzdata-dbg.

tzdata_2007k.bb should be commited to stable branch to replace current
tzdata_2007e.bb .
