I see the same problem and found that 'configure' pulls in the wrong
apr_rules.mk. 

After compiling apr-1.2.12 the apr_rules.mk is installed in two locations:

/home/nslu2/slugos/tmp/staging/armeb-linux/usr/share/apr/apr_rules.mk
/home/nslu2/slugos/tmp/staging/armeb-linux/usr/share/build-1/apr_rules.mk

Looking at apr-1.2.12.bb the first apr_rules.mk (from my list above) received
some fixed concerning directory paths, the second version however did not.
apr-utils seems to look for the file in both locations, so a temporary fix for
me was to just rename the second apr_rules.mk and then rebuild apr-utils.

I did not yet investigate why apr_rules.mk gets installed in two locations and
what to fix in apr-1.2.12.bb.
