This patch adds apt-native_0.7.11.

I've to add it, because latest 0.7.3 in OE seems to not build because it isn't
available on mirrors anymore.

Beware, that this patch deletes "packages/apt/files/environment.patch", but
0.7.11 needs different patch version and I don't know how to fix it to be
backward compatible with older versions. Something like SRC_URI -=
"files://environment.patch" seems to not work.
