Fix issue building uclibc-initial-0.9.28

uclibc-initial-0.9.28 will not build.  It references UCLIBC_STAGING_PREFIX,
while uclibc.inc actually defines UCLIBC_STAGE_PREFIX.  The attached patch
fixes that.
