Adjusts compiler optimizations when building AVR32 for the Angstrom so packages
requiring optimizaiton will build.

With the attached patches, the "base-image" target can now be built for the
AVR32.

Note that the gcc-4.2.1-avr32-ice.patch applies a patch for gcc bug #32889,
which may be affecting other architectures as well, but I only applied it for
the AVR32 architecture.  This patch was included in the mainline gcc 4.2.3
release.
