Bump all PRs, don't delete SCSI headers

In current OE, with some versions of linux-libc-headers, the /usr/include/scsi/
headers are missing. In Bug 1473 (status is NEW as of this filing) someone is
noting that linux-libc-headers-dev and libc6-dev conflict on /usr/include/scsi/
headers (but doesn't mention the version of linux-libc-headers). A check of
all current linux-libc-headers recipes and associated kernel versions shows
that in some cases we do provide the scsi headers (versions with
headers_install AND that upstream kernel had them as exported files) but in
other cases we do not. In mtn revision
0e25c8665bca3c8d9e7c99e4432c9ce60811994c hrw made a change to
glibc-package.bbclass (taken from poky) to have the scsi headers removed from
glibc. The attached patch brings these back from glibc, which after a quick
check with the kernel folks, Christoph Hellwig says is correct, and as of
version 2.6.24 the kernel no longer exports these files
