appending is most certainly the intended behaviour.  This ensure that the -dbg
package is first in line.

Maybe the following would be acceptable, but I am not sure.

-PACKAGES += "libiw libiw-dev libiw-doc libiw-dbg ifrename ifrename-dbg
ifrename-doc"
+PACKAGES =+ "{PN}-dbg libiw libiw-dev libiw-doc libiw-dbg ifrename
ifrename-dbg ifrename-doc"
