add missing "-%s" patch

package_tar.bbclass missing a "-%s" string in
bb.note("Not creating empty archive for %s" % (pkg,
bb.data.expand('${PV}-${PR}${DISTRO_PR}', d, True))) line

i add a patch to fix this problem
