Can confirm this on target x86.
Checked out a clean version of the git repository, had local.conf as follows:
BBFILES = "/home/mikaelr/oe/openembedded/packages/*/*.bb"
DL_DIR = "/mnt/nwdisk/Akaza_projekt/Embedded_linux/downloads"
DISTRO = "angstrom-2008.1"
MACHINE = "x86"
ANGSTROM_MODE = "uclibc"
BB_NUMBER_THREADS = "3"
IMAGE_BASENAME = myimage
IMAGE_FSTYPES += "tar.bz2"
and used a locally built gcc-4.1.2.
Got error in uclibc-initial do_stage step. Last part of the do stage log:
---
mikaelr at akaza1:~/oe$ cat

/home/mikaelr/oe/tmp/staging/i486-angstrom-linux-uclibc/usr/include/bits/ustat.h
# Remove ifaddrs.h since the corresponding functionality is disabled
rm -f

Some digging reveals that uclibc accepts a KERNEL_HEADER parameter to the make
command. This can be used to avoid having /usr/include in the include path and
gcc would accept. However, that might have other issues with how uclibc is
built.
