The new release of fftw 3.2 has caused FFTW to move the fftw 3.1.2 library
source to: ftp://ftp.fftw.org/pub/fftw/old/fftw-3.1.2.tar.gz.

The fftw.inc file searches for the library at:
http://www.fftw.org/fftw-${PV}.tar.gz

A solution is to reset the SRC_URI to the ftp path for the libraries which
become "old". 

This could be done by creating a fftw-old.inc which sets the SRC_URI to:
ftp://ftp.fftw.org/pub/fftw/old/fftw-${PV}.tar.gz  and then making "old"
libraries require the fftw-old.inc file after the fftw.inc has been required.

This problem affects the fftw 3.1.2 package in the openembedded dev tree as
well.
