The above file has a significant impact on how other packages are built. E.g.
when using an old gcc-3 (e.g. for nylon), the build of rrdtool fails because
ExtUtils::MakeMaker generates an unsupported option into the Makefile (in
perl-shared). Thus, the options in the above config files *need* to correspond
with those supported by the cross compiler.
