[oe-users] How to populate /usr/lib/locale on OM?

Hello,
Could you please give info for building/installing locales on
OpenMoko/OpenEmbedded, for example how to get the LC_xxx files under the
/usr/lib/locale/fr_FR.UTF-8 directory?
My current configuration, in /home/moko/build/conf/local.conf:
GLIBC_GENERATE_LOCALES = "en_US.UTF-8 fr_FR.UTF-8"
The ENABLE_BINARY_LOCALE_GENERATION variable is not defined.
Besides this, for info:
ipkg install localedef
ipkg install glibc-charmap-utf-8
localedef -i fr_FR -f UTF-8 fr_FR.UTF-8
returns the error message
cannot map archive header: Invalid argument
So I'm stuck :-/
