[oe-users] cannot find package when PACKAGES ${PN} is empty

[gentoooe]

the default PACAKGES var content is
PACKAGES = "${PN}-dbg ${PN} ${PN}-doc ${PN}-dev ${PN}-locale"

if i set FILES_${PN} = "" ,means that ${PN} package is empty ,and i don't
use ALLOW_EMPTY var
the error happend when generating filesystem
the main error message is that cannot find package
you can repeat the error  in the way you set ${PN} package empty,or you can
bitbake iputils package (org.openembedded.dev/packages/iputils)
