Adding .ipk files to root image

How do I cause an .ipk file to be unpacked into my root image at build time?

More specifically, I'd like an 
qtopiacore-plugin-imageformat-jpeg_4.3.3-r3_i586.ipk file that is under 
deploy/ipk to be 'installed' to my image. I tried adding it to various forms 
of the ipk name to my IMAGE_INSTALL variable, but I get a missing dependency 
error when I run bitbake.
