adding German local files to an image

Ok, I've done a deeper look into this issue and figured out how to
"workaround" it.

The real problem here is that currently locales are split by package.bbclass.
There the function "python_package_do_split_locales()" handle this task.

That function properly writes the data to generate the *-locale-* packages
however it doesn't inform the Bitbake package about the new generated packages.
If you add:

PACKAGES_DYNAMIC += "glibc-locale-*" at .bb file it'll work.

I've then tried to change the method to produce the required PACKAGES_DYNAMIC
but it doesn't inform to BitBake cache about them.

How can I inform about a package to BitBake?
