I checked the sha256 checksum for the quilt download and it is
correct, so this is probably a corrupted download, or OE does not work
with cygwin.  You may want to consider setting up a Ubuntu virtual
machine (using vmware server which is free) if you don't have a Linux
workstation instead of cygwin.
