adding German local files to an image

Hello.

Trying to figure out how to add glibc-locale-de and friends to an image.

>From the Packages:

Package: glibc-locale-de
Version: 2.6.1-r4
Depends: libc6, virtual-locale-de
Provides: glibc-locale, de-translation

putting glibc-locale-de in IMAGE_INSTALL does not work.  What do I
need to put in my image recipe to make this work?

Manually forcing an install of glibc-locale-de seems to give me the
files I need:

root at pcm-5820:~# opkg files glibc-locale-de
Package glibc-locale-de (2.6.1-r4) is installed on root and has the
following files:
/usr/share/locale/de/LC_MESSAGES/libc.mo
