[Openembedded-users] Proper way to develop local packages

As a follow-up to my last question (more general this time):

What is the best way to develop local packages using openembedded as a
development environment?  

As an example, I have a target board, that I'm building (Stable)
Angstrom 2007.1 for and I have a proprietary application that doesn't
already exist as a .tar.gz that I'd like to run on said board.

      * Should I create an overlay?  
      * Do I need to somehow prevent it from looking for SVN.tar.gz (see
        my previous post for that problem I'm having)?  
      * Do I need to create a bitbake collection (the manual is blank at
        this section so I don't know what collections are for)?
