I think you probably ought to take Yocto Compliance questions to one of
the Yocto mailing lists rather than openembedded.org.

YPC considerations aside, I think that would be a fine idea.  And of
course there are any number of Cortex-M/Cortex-R platforms out there
that can run uClinux but not "real" linux, etc.  I would be delighted
to see more classic embedded support in OE.
