I agree. One thing to note however is that the RRS[1] is hardcoded to look for 
this file (it should not be, but it currently is). Coincidentally though I am 
looking right now at integrating RRS functionality into the OE layer index, 
and when I do so, hardcoding like this will go away so that it doesn't matter 
where the variable values are defined.
