sanity.bbclass: check the format of MIRRORS

Check the format of MIRRORS, PREMIRRORS and SSTATE_MIRRORS:
* Each mirror shoudl contain two memebers.
* The local "file://" url must use absolute path (file:///).
* The protocol must in protocols list.
