This is interesting, I didn't notice this in your branch until just now:

"Make this directory writable in case of a read-only rootfs.
Note that if the ssh keys are pregenerated, they will not be lost,
as there's a copying process before bind mounting."

That's quite interesting, and is a definite point in the favor of this
approach, as that's something that isn't really easily doable via
tmpfiles.d and symlinks, only via the bind mounts.
