[oe] BitBake parallel parsing testing

Yea, in testing again, I am getting the same results now with num_cpu or
2*num_cpu.  All 4 cores are pegged at 100% either way.

Not sure what causes the hiccup in the number before, must have been
something else consuming CPU.
