In short, it doesn't seem to be.
The option has been added to the 2.0 bb file, so in that sense it is not.
Building OZ 3.5.4.2, v2.0rc1-r2 is used and the parameter does not seem to be
necessary. 
Further, forcing a build of v2.0-r1 with
-borg.openembedded.oz354x/packages/openvpn/openvpn_2.0.bb having commented out
the line CFLAGS += "-fno-inline" works with no problems for me. So I guess gcc
has been replaced with a non-buggy version in 3.5.4.2. IIRC, I was building
with the gcc 2.95 cross compiler before. This is no longer required for OZ.
I don't know if this is sufficient for the bug to be closed for OE in general.
