It seems that libgsm has moved from as subdirectory of 
ftp://ftp.cs.tu-berlin.de/pub/local/ (It is nowhere in the INDEX file in that
directory)
However, there are multiple versions at
http://www-rn.informatik.uni-bremen.de/software/gsm/
Most other locations of the file I found only had the latest version (1.0.10,
IIRC). I'm not sure this is the definitive source. Will check the README, etc
later.
