For me it happens on bb 1.8.1 release.

The problem is that insane.bb requires scanelf in STAGING_BINDIR_NATIVE.

It also adds a dependency to pax-utils-native, but for some reason this is not
acted upon?

If you manually bit bake pax-utils-native first, then there is no problem?
