Note the "such as"? It means these chars are examples, not a written-in-stone
definition.

IMO this subject fits pretty much every missing charmap, be it german, russian
or whatever and should be handled as a META bug for all missing keyboard
layouts.

And yes, a missing keyboard layout is indeed a bug.
