One way around this is to make sure that linux-rp is usually not chosen as
kernel.  By RP's suggestion, I added the following line to 
conf/machine/include/collie-2.4.conf.  I will push this change into OE.

PREFERRED_PROVIDER_hostap-modules = "hostap-modules"
