Having built a current unstable OZ image I can confirm that the current bluez
driver modules in 2.6.20-r2 and support packages (bluez-utils 3.9-r2) are
suffering from a bug as described at
http://lists.alioth.debian.org/pipermail/pkg-bluetooth-maintainers/2006-September/000664.html

This bug is preventing /etc/bluetooth/hcid.conf to take effect if a
/var/lib/bluetooth/<device MAC> directory is present at hcid startup time.

If those packages are deployed in a distribution it must at least be noted in
the accompanying release notes.
