I don't understand the meta part about this bug.  What is meta?

I don't know but the dependencies you defined for this bug seem to be pure
speculation.  They are certainly related but I cannot see that this bug depends
on the ones mentioned.  bug A blocks bug B if bug A needs to be fixed before
bug B can be fixed.
