You are using a very old version of asterisk (1.2.9.1) which probably did not
have speex support
That version is removed from OE rep. Latest version is 1.2.18 (and the oldest
is 1.2.13) and does produce the speex codec
(We check it yesterday before closing the bug) ;)
Please sync with OE rep and try again
