Does openembedded will redownload the source files when

Hi all,
I have built a project using openembedded and lots of source packages
are downloaded in the '*~/workdir/gulessoft/openembedded/sources*'
directory. Then I remove the
'*~/workdir/gulessoft/openembedded/build/tmp*' directory and rebuild it
I think *the next build will not download the same source packages which
exist in the ~/workdir/gulessoft/openembedded/sources directory*. But,
it seems that it is not what I thought. Openembedded is trying download
them!
Is what I thought right?
