Unable to update OE tree - Connection refused

Trying to work my way through the GettingStarted page, I wasn't able to 
update the OE tree:

    $ mtn --db=OE.mtn pull monotone.openembedded.org org.openembedded.dev
    mtn: doing anonymous pull; use -kKEYNAME if you need authentication
    mtn: connecting to monotone.openembedded.org
    mtn: network error: failed to connect: Connection refused

I am behind a corporate firewall. Is this error likely to be because 
this firewall is blocking the port used by netsync, or am I missing 
something?

I haven't been able to find instructions for tunnelling over ssh. Is 
this possible? Are there instructions available anywhere?
