Unable to update OE tree - Connection refused

It's possible the corporate firewall is blocking the port (4691), but 
the connection refused suggest maybe the "server" is having trouble. You 
might try again and see if monotone.openembedded.org resolves to a 
different server (this name resolves to several servers).
